ACCESSIBLE HOMES · VIRGINIA
Paying for Accessibility Upgrades
Several programs can help cover ramps, roll-in showers and other accessibility work. Amounts, rules and deadlines change every year, so treat this as a starting point and confirm current details directly with each program. We can help measure the home and fill out the paperwork these programs ask for.
For veterans
The VA's Specially Adapted Housing (SAH) and Special Housing Adaptation (SHA) grants help veterans with certain service-connected disabilities buy, build or modify a home for accessibility.
The Home Improvements and Structural Alterations (HISA) grant helps cover medically necessary home modifications, including ramps and bathroom access, for eligible veterans.
Medicaid home modifications
Virginia's Medicaid Commonwealth Coordinated Care Plus (CCC Plus) waiver can cover home accessibility modifications for eligible members who need them to remain safely at home, subject to program review and approval.
Virginia Livable Home Tax Credit
Virginia offers a state tax credit for the purchase of new accessible units or for retrofitting an existing home with qualifying accessibility features, up to a yearly program cap. Confirm current eligible amounts with the Virginia Department of Housing and Community Development before you plan around a specific figure.
Local and other resources
Local Area Agencies on Aging across Hampton Roads and the Richmond region often know about smaller local grants, loan programs or volunteer-build ramp programs for qualifying homeowners.
Medical expenses, including some home modifications recommended by a physician, may be deductible on federal taxes above a certain threshold of income — a tax professional can confirm whether a specific project qualifies.
Accessibility Funding Guide — common questions
Do these programs pay the contractor directly?
It depends on the program — some reimburse the homeowner, some pay a contractor directly once approved. We can provide the measurements, photos and scope of work most programs ask for during their application process.
How much do these programs typically cover?
Amounts change yearly and depend on eligibility, so we don't quote specific figures here — always confirm the current maximum and eligibility rules directly with the VA, Medicaid CCC Plus waiver, or the Virginia Livable Home Tax Credit program before budgeting around it.
Can I combine more than one program?
Sometimes, depending on program rules — a veteran, for example, may be eligible for both a VA grant and other state or local help. Each program evaluates eligibility on its own, so check with each one directly.
